Zero Waste Scotland | Recycling Improvement Fund: Twin stream recycling project

Two councils in Scotland, Perth and Kinross, received over GBP 2.7 million (EUR 3.2 million) to launch a twin-stream kerbside recycling service and expand recycling in Perth City Centre. Supported by Zero Waste Scotland and the Scottish Government’s Recycling Improvement Fund, the project aims to increase recycling, reduce contamination, and boost participation.
A twin-stream system was introduced to 73 000 properties, repurposing the blue-lidded bin for paper, card, and cardboard, while a new grey-lidded bin was provided for plastics, metals, and cartons. About 1 000 properties in Perth City Centre gained recycling collections, with enhanced communal bin hubs. The council promoted the changes through leaflets, social media, online engagement, and TV/radio ads.
