Litter is in the top 3 of the Flemish population's greatest annoyances. In order to step up the fight against litter, the Flemish Minister of the Environment called on ACR+ member OVAM in 2021 to focus on enforcement. To this end, the Minister found a budget to employ thirty litter enforcers at OVAM between 2021 and 2024. OVAM published the first report (in Dutch) with the results after one year of litter enforcers.

According to the report, the number of violations recorded in an administrative report is on the rise. From January to March 2022, the majority of the violations concern the disposal of cigarette butts (85%). 13% corresponds to dog owners who did not carry a dog poop bag. The percentage is low for food and drink packaging (1%), this is due to the sanitary restrictions that paralysed events and the catering industry.
