As part of developing a territorial project, the Métropole Rouen Normandie engaged in shared reflection, connecting decision-makers, experts, and citizens to collectively create a desirable future and enhance resilience to climate change. A citizen convention, comprising 60-80 volunteers from diverse communes, met over 9 months. A report summarizes their work, which serves as a valuable foundation for the 2050 territorial project.
The vision of the convention regarding the circular economy include that short supply chains promote bulk sales to reduce packaging. Intergenerational workshops for sewing and repairs are common, and specialised shops repair electrical and electronic devices. Composting and waste recovery are now habitual. The city supports the development of circular and local economies, social and solidarity economies, local commerce, craftsmanship, and entrepreneurship through appropriate land policies.
