The Waste Taxation Observatory of ACR+ member ENT has published a study entitled " Waste Charges in Spain 2019". It analyses waste charges paid by households and commercial activities in 125 Spanish municipalities, including all province capitals and giving continuity to previous analyses con-ducted in 2015 and 2018. Waste charges are thoroughly used in Spain, with 97.6% of the analysed municipalities implementing them. In 2019, the average waste charge was EUR 89.4 per year per household, mainly through fixed charges (45% of municipalities).
 
The study finds that overall, there is a lack of cases in which waste charges depend on waste generation and management which means that most waste charges have a long way to go in the provision of incentives towards good environmental practices. In particular, it highlights that the potential of Pay as you throw schemes is huge, especially associated to door to door waste collection.
