Zero Waste Scotland | Extended Producer Responsibility in Scottish Highlands and Islands

"Extended Producer Responsibility (EPR) in the Scottish Highlands and Islands" was commissioned by Zero Waste Scotland to develop evidence on implementing packaging, waste electrical and electronic equipment (WEEE), and batteries EPR legislation in five Highlands and Islands local authority areas in Scotland. Producer fees under the EPR schemes will reimburse local authorities for waste management service costs, which vary based on local circumstances. These authorities face unique challenges due to their remote and rural nature.
The summary report highlights key findings from a qualitative study, including visualisations of waste flows and infrastructure, stakeholder interviews, and workshops. It also includes maps and schematics of waste management services impacted by EPR, stakeholder perceptions, and opportunities for leveraging EPR to benefit communities. Recommendations call for future research on local infrastructure gaps, transport capacities, and further quantitative studies on local challenges.
