The Waste Taxation Observatory, involving ACR+ member ENT, has published a study entitled "Waste Rates in Spain 2021". The study analysed household and commercial rates in 125 municipalities, including all provincial capitals.

This analysis suggests that the potential of waste charges to improve waste management has been little exploited. The application of pay-as-you-throw systems, which are still implemented by a very small minority of municipalities in Spain, is an example of the potential of waste rates. The study concludes that the average value of the waste rate paid by households in 2021 is EUR 90.89 per household. Compared to 2020, the average household rate has increased by 0.70 percentage points.
