Werkprogramma monitoring en sturing CE 2020

Het kabinet streeft naar een volledig circulaire economie in 2050, met als tussendoelstelling de halvering van het gebruik van primaire abiotische grondstoffen in 2030. Het kabinet heeft het PBL verzocht om op te treden als rekenmeester van de transitie naar een circulaire economie.
Om de koers naar 2050 te kunnen monitoren en evalueren heeft het PBL samen met het Centraal Bureau voor de Statistiek (CBS), Centrum voor Milieuwetenschappen Leiden (CML), het Centraal planbureau (CPB), het RIVM, RVO.nl, Rijkswaterstaat, TNO en de Universiteit Utrecht vorig jaar het Werkprogramma Monitoring en Sturing Circulaire Economie 2019-2023 opgesteld.
Het werkprogramma 2020 is een update hiervan en geeft weer welke onderzoeken en projecten in 2020 worden uitgevoerd om de monitoringssystematiek, die de transitie naar en effecten van een circulaire economie in beeld brengt, verder te ontwikkelen. Daarnaast geeft het werkprogramma een doorkijk naar de projecten die in 2021 en daarna zullen starten.
Het werkprogramma werkt toe naar een tweejaarlijkse onafhankelijke rapportage, de integrale circulaire economie rapportage (ICER), die begin 2021 voor het eerst verschijnt.

The Cabinet is aiming for a fully circular economy by 2050, with the interim objective of halving the use of primary abiotic raw materials by 2030. The Cabinet has asked PBL to act as an administrator of the transition to a circular economy.
In order to monitor and evaluate the course towards 2050, PBL, together with the Central Bureau of Statistics (CBS), Center for Environmental Sciences (CML), the Central Planning Bureau (CPB), RIVM, RVO.nl, Rijkswaterstaat, TNO and Utrecht University prepared the Circular Economy Work Program Monitoring and Control 2019-2023 last year.
The 2020 work program is an update of this and shows which studies and projects will be carried out in 2020 to further develop the monitoring system that shows the transition to and effects of a circular economy. In addition, the work program provides a view of the projects that will start in 2021 and beyond.
The work program is working towards a biennial independent report, the integrated circular economy report (ICER), which will be published for the first time in early 2021.
