Launched on 11 December 2018 by the European Commission, the Circular Plastics Alliance is a multi-stakeholder platform that held its first meeting on 5 February 2019.

This platform gathers stakeholders from each step of the plastics value chain with the aim to reduce plastics pollution and to promote recycling. Specifically, it wants to ensure that 10 million tons of recycled plastics find their way into new European products by 2025.

Responding to DG GROW’s invitation, Fernando Leite, ACR+’s Vice-president and CEO of ACR+ member LIPOR, participated in this first meeting with two key messages. First, he stressed the importance of a well-articulated legal framework, with high plastic recycling rate obligations, a minimum recycled plastic content obligation (at least for plastic bottles), and including the production phase/ eco-design with a ban on certain substances (following recent recommandations from ECHA) and items (following the Single Use Plastic Draft Directive).

Second, he emphasised the need to reconsider Deposit-Refund System as an appropriate instrument to fight against littering, to educate people and to secure a good-quality waste stream, an instrument that could be included into an existing EPR system.
