EPR Club lunch debate - How to measure recycling?

The debate surrounding the new Circular Economy Package has highlighted the issue of how best to calculate waste which is actually recycled. According to Article 11a (1a) of the Commission’s proposal amending Directive 2008/98/EC on waste, recycling of both municipal and packaging waste should be based on the input to the actual recycling process.

Should this proposal be applied, recycling would need to be calculated after a number of preliminary operations occurring within the recycling plant. In practice, such calculation method would pose significant consistency and quality challenges to recycling calculation and reporting, such as lack of exact data at this stage of the process, difficulties in traceability of the waste (especially in countries which export the recyclable waste for treatment), accountability, etc.

This EPR Club lunch debate, hosted by EXPRA, focused on possible solutions of these challenges from the point of view of different stakeholders directly involved in the recycling calculation process: PROs, Local authorities and recyclers.
